I want to buy a used digital camera on ebay that has high resolution and can convert the background into black to grays and white I guess that be chomo color ? I have no idea what is a really good used camera. I want it for close ups and portraits and reg stuff. I guess mostly artisty pictures to go in sync with my paintings|||Most of the recent Canon Powershot digital cameras has special shooting modes:
Color Accent - Choose to retain a single color in your image while other colors turn monochrome.
Color Swap - Select a color and replace it with a color you specify for special effects.

the basic Photoshop Elements should work for you and it's available pretty cheap for ~$80.
