What does "only too happy to step in" mean in the sentence?

And if government-run banks balk at providing additional loans to developers, underground, gray-market lenders are only too happy to step in.|||If the government refuses to give loan money to developers, the developers will still need to borrow money, right? So instead of going to the government which is reliable and legal, the only way to get loan money will be to use shady lending services that might or might not be legal, probably not reputable, and possibly nearly black-market.





They'll be glad to do that (only too happy to step in) the way vultures circle over a dead body...fresh prey!|||that they are happy to help. probably because it will eventually be more of a benefit to themselves than actually to the banks and developers.|||Delighted to intervene and lend money at high interest rates.|||It means that they are more than willing to step in...
